The Carrot or the Big Stick? A Game-Theoretic Approach to the Integration of Environmental Policy in CARICOM

چکیده
Transboundary pollution is a problem of international externalities resulting from a lack of property rights in the global commons. Externalities at a national level can be internalised by the adoption of relevant policies by a central authority such as a national government. However, at a supra-national level this cannot be done unless there exists a supra-national body with the complete authority to internalise the externality. Necessary conditions for this are the articulation and adoption of a common policy stance on environmental issues and the incorporation of the mechanisms necessary to achieve these well-defined common goals. The geographical characteristics of the CARICOM region mean that there are significant transboundary externality effects that should be regionally considered, particularly in terms of marine exploitation and pollution. This paper investigates the issues that arise from the adoption of a sustainable regional environmental strategy in CARICOM from a game-theoretic point of view. The literature abounds with theoretical and empirical investigations of the “carrot” approaches such as subsidies and international transfers, versus the “big stick” approaches such as trade restrictions and Pigouvian taxes. However as a regional grouping, CARICOM presents its own special case. CARICOM as a grouping represents but a subset of the Latin American and Caribbean region (LAC), and as such only a portion of the nation states that generate, and are affected by, the transboundary pollution of the region. Thus, while it is imperative to identify the relative 1 Department of Economics UWI (St. Augustine) email: [email protected] tel: 662-2002 x 2017/2018 fax: 662-6555

Coordinating a decentralized supply chain with a stochastic demand using quantity flexibility contract: a game-theoretic approach
Supply chain includes two or more parties linked by flow of goods, information, and funds. In a decentralized system, supply chain members make decision regardless of their decision's effects on the performance of the other members and the entire supply chain. This is the key issue in supply chain management, that the mechanism should be developed in which different objectives should be align...
متن کاملGame-Theoretic Approach for Pricing Decisions in Dual-Channel Supply Chain
In the current study, a dual-channel supply chain is considered containing one manufacturer and two retailers. It is assumed that the manufacturer and retailers have the same decision powers. A game-theoretic approach is developed to analyze pricing decisions under the centralized and decentralized scenarios. First, the Nash model is established to obtain the equilibrium decisions in the decent...
متن کاملA Game Theoretic Approach for Greening, Pricing, And Advertising Policies in A Green Supply Chain
In this paper, greening, pricing, and advertising policies in a supply chain will be examined with government intervention. The supply chain has two members. First, a manufacturer seeking to determine the wholesale price and the greening level and second, a retailer that has to determine the advertising cost and the retail price. The government is trying to encourage the manufacturer to green t...
متن کاملWelfare Impacts of Imposing a Tariff on Rice in Iran vs an Export Tax in Thailand: A Game Theoretic Approach
In this study, the social welfare impacts of the interaction of Iranian rice import policies and Thai export policies are analyzed using a game theoretic approach in conjunction with econometric supply and demand models. The joint impacts of increasing the world price of rice, resulting from the export policies in Thailand along with changes in tariff rates in Iran, on social welfare are analyz...

In this paper, a bi-objective model is presented for dynamic and integrated network design of a new entrant competitive closed-loop supply chain. To consider dynamism and integration in the network design problem, multiple long-term periods are regarded during planning horizon, so that each long-term period includes several short-term periods. Furthermore, a chain to chain competition between t...
